In football, if a match is played at a neutral venue with no home or away team, how is home/away determined?

In football, matches may sometimes be played at a neutral venue that is not the home stadium of either team.
In such cases, the formal home and away teams are determined based on tournament regulations, draws, or the order in the fixture list.
As a general rule, in vertical listings the top team is designated as home, and in horizontal listings the left team is designated as home.
